The Dover Housing Authority is committed to encouraging low income families to achieve economic self-sufficiency by providing services and programs that empower families. The ultimate mission of the Authority is to provide safe, sanitary, decent housing to low income families in the City of Dover.

Background: Profile of Dover Housing Authority

The Dover Housing Authority was created as a Local Housing Authority on July 27, 1944 under the 1937 Housing Act as amended at various times since then. The Dover Housing Authority was established under the laws of the State of Delaware as well as Federal Statutes and Regulations. The Authority operating funds are comprised of rents collected from residents and grants from the U. S. Departments of Housing and Urban Development (HUD). In addition to the operating fund, there is a yearly contribution by HUD to a Capital Fund that is utilized for major maintenance, repair, betterments, and additions. The Authority operates with twenty-five staff members, including an Executive Director. The Authority owns, operates and manages five Public-Housing Low-Income developments with 280 units: Colonial Gardens/Hayes Circle, Senate View, Owens Queen Preservation, Manchester Square/Court, and Derby Estates. The Authority also administers an Affordable Home Ownership Program (AHOP) with seventeen off-site units through its Public Housing Program. The Authority administers a Section 8 Housing Choice Voucher Program. The Authority’s annual allocation is 190 Housing Choice Vouchers and 30 Mainstream Vouchers.
