Project-Based Vouchers (PBVs) are a component of the Section 8 Housing Choice Voucher program administered by the U.S. Department of Housing and Urban Development (HUD). Unlike traditional Housing Choice Vouchers, which are tenant-based and allow recipients to choose their housing in the private market, Project-Based Vouchers are tied to specific rental units or housing developments.
