Request for Tenancy Approval (RFTA)

The Request for Tenancy Approval (RFTA) is a required document that must be completed and submitted by landlords who wish to rent their property to participants in the Section 8 Housing Choice Voucher Program. This form initiates the process by which the Dover Housing Authority reviews and approves the proposed unit for subsidy. Once the RFTA is received, DHA schedules an inspection of the unit to ensure it meets all Housing Quality Standards (HQS) as mandated by the U.S. Department of Housing and Urban Development (HUD). These standards cover essential health and safety requirements such as plumbing, electrical, heating, structural integrity, and overall cleanliness of the property. Inspection Checklist

Along with the RFTA form, landlords are provided with an Inspection Checklist to help prepare their units for the evaluation. This checklist outlines the minimum requirements that must be met for the unit to be approved. Additionally, DHA may issue Landlord and Tenant Questionnaire Forms to gather more detailed information about the tenancy, rent amount, and lease terms. It’s important that all documentation is filled out completely and accurately to avoid delays in the approval process. Once the unit passes inspection and all forms are verified, the lease can be finalized, and the housing assistance payments can begin. DHA encourages all landlords and tenants to communicate openly and reach out with any questions throughout this process.

Current Residents:
  • Notices- upcoming resident meetings, maintenance inspections, and activities.
  • Policy changes- lease renewals and new regulations (see forms page).
 
  • Rent Information
    • How to pay rent- by phone, drop off in blue box outside office or mail. We accept money orders, credit/ debit card, and checks
    • Due dates- rent is due by the 5th business day of the month.
    • Late fees- late fees are applied after the 5th business day. This charge is 5% of the total amount owed.
 
  • Maintenance
 
  • Move Out Procedure
    • Intent to vacate- form must be received in office prior to the first of the following month in order not be charged for the following month’s rent
    • Inspections- an inspection will be completed once keys are received from tenant
    • Security deposit- to ensure a smooth transaction provide a forwarding address. A move out statement will be sent within 20 days.
